Laws For Fishing Off A Boat In Florida?

I searched and could not find what I want to know. I want to buy a small 12-16ft boat with a small motor and fish. What are the rules/laws? Do I need a special “drivers license” for boats? Do I need a fishing license? Do I need insurance on the boat? Can someone point me in the right direction? The correct website to find this info? Thanks!
