		<description>In the UK you don&#039;t need either. In fact there is no licencing scheme for small boats.
Depending owhere you launch you will need to pay launching fees and perhaps harbour dues.
I would recommend that you do get insurance at least for third party. As another boat owner I would not want you to hit me and have no insurance.
If you are inexperience (and by the nature of this question it would suggest you are) go and get some training. Most sailing schools offer powerboat training courses and if they don&#039;t they will know somewhere that does.</description>

		<description>Most states require a safe boating course to get a safe boating certificate  for driving any motorized vessel if you were born after 1976.  Boats should be insured, marinas require it as would loan agencies, off shore insurance is more, You are supposed to tell the insurance company when not in protected waters.</description>
